Welcome to Eastern Missouri Alternative Sentencing Services, Inc. (EMASS)

EMASS is a privately owned company founded in 1991 by Founder and President, Michael L. Smith.  We provide a variety of services to the Courts and Criminal Justice System and individuals who are dealing with substance abuse related or other legal problems.  Our services include Private Probation Supervision, Pre-sentence Investigations, SATOP service for DWI offenders, Domestic Violence Counseling and Education Seminars, Driver Improvement Programs, Alcohol Drug Education Programs and traditional Electronic (House Arrest) Monitoring.

A couple of years ago, Michael L. Smith, President at EMASS, decided to offer SCRAM™ in numerous jurisdictions in Eastern Missouri. "There is a critical need for this type of testing system which is ideal for problematic DWI/DUI offenders and other alcohol related offenses such as: Assault, Domestic Violence, or even Child Custody issues. SCRAM™ (Secure Continuous Remote Alcohol Monitor™) is designed specifically for applications in long term alcohol monitoring programs where abstinence is required, SCRAM™ (Secure Continuous Remote Alcohol Monitor™) includes a bracelet-modem combination like a home-arrest system. The staff at EMASS believes very strongly that it is important to provide this type of technology to the Criminal Justice System in that this technology can potentially have a great impact on both the individual and Public Safety. Dealing with alcohol offenders usually includes a comprehensive program of sanctions, education, and treatment. November 17, 2011 - AMS Honored by St. Louis Veterans Treatment Court (NADCP) “Because of the corporate leadership and vision of AMS and EMASS, the  regional SCRAMx provider, the veterans challenged with alcohol dependency are able to remove one financial burden from the load which they carry,” said St. Louis Veterans Treatment Court Commissioner James  Sullivan.


September 28, 2011 - President of EMASS, Michael L. Smith was the keynote speaker for Drug Court Programs at their commencement ceremony. He praised the 45th Judicial Circuit for implementing a misdemeanor DWI tract of its Drug Court to assist its participants in becoming clean and dry and thus avoiding future alcohol related traffic offenses.

June 30, 2011 - Office of State Court Administrators Formalizes Use of Alcohol Anklets for MO Treatment Courts (AMS) -  SCRAMx is an ankle bracelet, worn 24/7, that actually samples an offender’s perspiration every 30 minutes in order to ensure compliance with court-ordered sobriety. Missouri was one of the first states to adopt the technology back in 2004, and to-date more than 6,000 offenders have been monitored with SCRAMx statewide. There are just under 590 offenders on SCRAMx daily in Missouri. According to Mike Smith, president of Eastern Missouri Alternative Sentencing Services (EMASS) in St. Louis, OSCA’s selection of SCRAMx opens up a fairly substantial market opportunity to increase the use of the monitors throughout the state.
 

September 17, 2010 - Missouri judges get penalty costs before sentencing (St. Louis Post-Dispatch). It is the first state to provide judges with defendant-specific data on what particular sentences would cost the taxpayers, and on the likelihood that the person in the dock will re-offend.
